The European Union’s Euromed Audiovisual III programme and the European Audiovisual Observatory have launched a new report on the film and audiovisual sector in Algeria. After five other reports on the film and audiovisual industries in Egypt, Morocco, Lebanon, Jordan and Palestine, this study is the sixth of its kind to be published as part of their project to collect and analyse data on the film and television sector in nine partner countries in the South Mediterranean region.
With the emergence of satellite channels that foster considerable freedom of expression and films subsidised by the state that win awards at regional and international festivals, Algeria’s audiovisual sector is undergoing significant development:
- The Algerian television landscape is made up of 36 channels, including the public channels
- More than 170 films (feature films, documentaries and short films) funded by FDATIC and AARC were produced between 2007 and 2013
- 75% of Algerian films are co-produced with Europe, 11% with Africa and 9% with Asia
Since the enactment of Institutional Law No. 12-05 of 12 January 2012 relating to information, the Algerian television scene has undergone significant changes. In March 2013, there were 31 private satellite channels of various genres (general-interest channels, news and current affairs channels). In spite of their status as companies subject to foreign law, the private channels are trying to promote an audiovisual landscape that meets Algerian viewers’ expectations. Law No. 14-04 of 24 February 2014 on audiovisual activities aims to regulate the audiovisual field and, for the first time, to permit private television channels to be set up in Algeria itself.
Film production in Algeria, its characteristics and prospects are analysed from the point of view of the existing infrastructure and individual and collective initiatives aimed at promoting Algerian cinema. The state’s interest in film-industry activities can be seen in the annual budget of DZD 200 million (EUR 1.8) allocated to production, specific measures and an ambitious programme plan implemented by the Ministry of Culture in order to promote national production, renovate the cinema stock and remedy the weak links in distribution and exploitation.
The financial support provided by the state, through the Fund for the Development of the Arts, Techniques and the Film Industry (FDATIC) and the Algerian Agency for Cultural Influence (AARC), plays a key role in the promotion of national production. Between 2007 and 2013, FDATIC subsidised 98 films (feature films, documentaries and short films). In mid-2013, AARC had already supported a total of 78 films, including 42 feature films, 6 short films and 30 documentaries.
